I had been looking for a park where I could go at night and have a nice view of the sky and Elijha(?) State Park seems like the place. My question is whether I could drop in whenever I wanted and if there were any costs related to visiting the park?

Yes, you can stop by at anytime. It is open 24//7. As for a cost I don't think so. I have parked at the first picnic area for hours and walked all around and have not seen a spot to pay. It is a great park to visit.
