It typically is active all year long, and is super beautiful when it begins to freeze. I suggest going in the middle of winter sometime. The frozen parts of the waterfall is so beautiful.
Yes, I was there on Sunday (11/24/19). The source of the waterfall is from the lake so as long as the area is not in a drought then it should always have water.
