Not as i know of years ago they charged but usually only with special events going on like pig on pond. If an event is going on you can look online or call city hall lots of free things for kids in summer months just keep an eye out for events happening. Think they would like people to come cause they are putting in so many new businesses i find most places its ok to bring your children and pets are welcome at downtown market on sundays and in park area. Just make sure pets are leashed and clean up after them so everyone can enjoy the areas. Its a nice park.

The last time that I went I just pay $2/ per person for the splash. But the bbq area is first come serve. I'm not Clermont resident.
