No u just have to purchase there and u can bring your own
You could probably go and smoke your own,but you should in good faith buy at least the Cigar of the day.Its a nice set up.
I'm not sure however that's customary everywhere I've been and they have some sticks that are relatively inexpensive and you should bypass any cutting fee by purchasing one
