Legally you have to be 21 to sit at a bar in Ohio. You are allowed in the hotel, you can check the place out and they have some nice sitting areas around the main area.

I would assume you would to be able to drink but, it's not like anybody asked for I.D. to get in. They serve food as well. 🤷🏾‍♂️
