It depends, even as a US Citizen or Permanent resident. The MVC uses a 6-Pount Identification system. You'll need a Primary ID Document which counts for 4 points and Secondary ID Documents from 1-3 points, depending on the ID you're using. In addition, you'll need to verify your Residence. A Bank Statement (which it'll also count to just a point to your identification requirements) or a Utility Bill will do.
