I am American and I had my son in Veracruz and I have not been able to register him. Why do you say that my certificate needs an apostille? Is it necessary to apostille it in Atlanta or can it be done in another country?

You need an apostilled certificate of the minors and once you have the apostille you go to the nearest civil registry and do the process; both parents are not necessary
