What is the range for the speed of the river in the vicinity of the city docks?

Normal 1 to 2 mph after lots of rain much faster

I can't give you a precise range of speeds but I can tell you there were lots of kayakers paddling without much apparent effort, people were fishing from the dock and visually the current looked to be 1 to 2 mph at most.
