Is this place open on a first-come first-served, basis during the winter? We're just looking for a place to park overnight.

Last Sunday we went there early morning. The parking lot was opened. But so is the day we've been there at 6:20 am Try to see the sunrise. It was close. We had to park outside. We walked and run about 40 mins to the nice ' platform ' to see the sunrise.
