I am trying to find a bar/restaurant in the Fairfax area that had a lunch buffet in the mid '90s that had, for example, unlimited crab legs. Is this the place? I met a girl there who later became my wife, and I'd love to take her back there.

Like stated, probably the Chesapeake Seafood House which has been out of business for awhile. But you won't go wrong with PJ'S other selections.

Capt. Pell's was located next to the fire department on Lee Hwy in Merrifield in the 90's and moved to it's current address after Old Budapest went out of business. Developers purchased the land surrounding the old CP location. And CP always needed more room anyway. But without a little more information, it's almost impossible to be certain which restaurant you are looking for. I might have been a Chesapeake Bay Seafood House, which is a restaurant no longer. They were well known for their all you can eat menu items.
