No, unfortunately it is not a Holy Day of Obligation in the Diocese of Phoenix. Thursday is a Holy Day of Obligation only in the Diocese of Boston, Hartford, Newark, New York, Omaha, and Philadelphia. Every else in US, Thursday is a regular Easter weekday, and the Ascension is moved to Sunday.
