I think as long as you live in Tarrant county you are ok. Take a copy of your water bill with you and they can determine if you qualify
It depends on what and how much!!! If they deem it commercial construction material then they won't allow it. Personal stuff as long as it isn't truck loads should be fine. Make sure you stress you are just cleaning up around home and make sure you always say it belongs to you.
