A PERSON I KNOW PLANTED A SMALL GARDEN ON NOT HIS PROPERTY. HE HAS NO FENCE OR BORDER TO KEEP ANIMALS OUT RABBITS,GROUNDHOGS, IRDS. WHEN HE SEES THEM IN THE GARDEN HE STONES THEM. IS THIS ALLOWED?

It would most likely be considered animal cruelty and you should get video of it then contact your county prosecutor or HLEO officer.
