Legal age in Arizona is 14 with a work permit, you can try and apply there, doesn't hurt to try.
They are very picky about who they hire and have a "rubrik" almost for the type of people they hire. I don't think without ANY work experience you have much of a chance but, hey, go for it, What is the worst thst can happen? They say no? My advice, as someone who used to teach job prep at a high school: go in, ask to speak to the manager. When you get introduced to the manager, shake his/her hand firmly and introduce yourself. Tell him/her you REALLY want to work there( do some homework about the place and organization), say you hear its a great place to work. He/she may stop you to tell you they have no openings at present but counter back with " I tell you what I will be willing to work for you for a week for free and at thevend of that week if you dont think Im cutting it, I will go, no hard feelings. But if at the end of the week you think I might be an asset to you, you hire me". About half of my students That tried that got the job they wanted. That is a pretty good track record.
