Suns vs Brooklyn we had awesome seeds in the 100 level down low. There are also really good seats in the next level up. Not quite as good as 100 level but still fairly decent for the price right now.
There are several areas located both upper and lower bowl. There are elevators available for handicapped persons. Just ask any customer service person or security personnel to direct you.
Wheelchair or scooter is a direct role in from the first level, so it's at the top of the lower bowl on the corners. Very good view from that location.
I don't know if you mean wheelchair seating or semi-ambulatory seating. I myself was in semi-ambulatory in the arena a couple weeks ago. It's in the second rows of the second tier, at least, although I don't know about the first tier. There are no steps, and as long as you're in the aisle seat, there is extra leg room. The seats are very small, and there is no elbow room. So be aware of that. I thought it was really good, but I'm a bit new to needing disability seating so I have nothing to compare this to. They are pretty nice seats as they are on the lower level near the upper rim portion. Or on the floor.
