I’ve looked at the reviews and it says the best time to go is in March, but I would like to know how the Gardens would still look in early April(specifically April 3rd) and if there will be any construction or something going on on that day.

This year the lack of harsh winter is leading to early bloom of the flowers. So April 3 should be good if it is a nice day

I'm not really sure because April is rainy season as is March. I would suggest goggling visitors pics from previous years for the look. You can possibly contact the visitor desk to ask about the construction.
