Are there usually a good amount of dogs here for my dog to play with? I mean, on an average sunny day?

I've only been there once and it had around 3 people and they all were hanging out under the trees for shade. They had blankets and a cooler while the pups played.

Its better in the evenings because most people are done with work and it's a lot cooler for the dogs in the evenings. You don't have the sun hitting you so hard. Plus a lot of dogs come out in the evenings

It all depends on when you go. I've seen anywhere from a couple of people and their dogs in each of the yards to a large number of people and dogs in each yard.
