Because it's a terrible post office and no one there cares about the customers.
Because the Fairfield Post Office has 60,000 customers a day. 60 thousand. Every day. How much time do you reckon they have for one person? And I know from experience that at least 90% of the calls that come in should not. "Ahhh, can you track a package for me?" Seriously? We give the tracking number so that people won't call the Post Office! And yet they never stop. All day, every day. Tying up the phone lines so that people with legitimate issues can't get through. The Fairfield Post Office has thousands of tracked packages every day and each one thinks they're entitled to 5 minutes of our time. IMO, the PO should actively discourage such calls.
