I should think that as an employee you have two simultaneous non-exclusive duties. Perform your assigned duties to the best of your abilities, and assist customers as needed so they have the best possible shopping experience. Now, can you chat with a fellow employee casually who is nearby or working with you? I would say certainly as long as you are professional at all times. It promotes a congenial workplace. So I suppose it all depends on how narrowly or broadly one defines "fraternize."
