No it's not. But you can view it from the parking area.
Its all natural terrain. There is a dirt path you "might" be able to get a wheel chair down but like others mentioned, its not recommend but you should at least check for yourself if you get a chance!
I wouldn't recommend going down to the the path but your car or getting out and sitting at the side of the road would be ok but Steven i's right very rocky terrain!!
