Axs isn't a scalper site. Not sure about Vivid but I don't think so either. Regardless it's never been heavily enforced due to the fact that they almost never sell those seats. Also, I believe only the first couple rows are reserved for disabled.
The buyer must attest to a disability to purchase tickets for row 1, seats 1-26 on row 2 and all of row 70, which DO sell out nearly every show. The ticket holder has produce an ID that matches the name on the tickets. Without it, they and their guests, will not be seated, are subject to ejection and all the other fine print. Reserved and GA seat locations vary by show and no ID is required for seating.
