What happens if you want to come here, but the court didn't order you to come here? Can people like someone with mental illness stay here?

You don't need a court order. Yes they help people with mental illness too.

Let me clarify 'stay'. CG has a quople of units yet only one is used for multiple day stays if the individual qualifies, (voluntary, no court orders). The other 2 units are generally overnight stays or a bit longer as they are merely initial assessment units to determine longer term requirements, i.e. psych hospital, outpatient counseling, etc. Not a rehab facility nor medication management except for an on scene psycotic episode.
