Don't mind that message. Just apply for another location. Sometimes when you reapply for the same position you'll get it. Sometimes it just say you're not moving forward because you place something on your application that was disagreeable. Just take your time do the application again then reapply. Also on the availability part just make sure to put open for all days even though you're not you can change your schedule during orientation. Just keep your schedule open so that the hiring supervisor can place you
The reason could be that you do not have some information in the application that is needed to move you forward. Check the job requirements and make sure you have that in your application. You can reapply using a different email hence you wouldn't have the same job and same location available to apply. Good luck.
