Being from the restaurant world myself, I would bet someone might be closing early or it's a labor cost issue. Years ago I was required to check in 15 minutes early. The shift going off checked out at 15 after. That gives you a half hour of overlap to get your stuff done. It certainly is strange to close at quarter til. Restaurants know, however, exactly what they make every hour of the day and if it slows down from 10:30 to 10:45 enough ya, I could see them closing.
Maybe it gives them 16 minutes to clean up before releasing them?
