It depends on their height. You must be at least 3 feet tall to ride a double.
Yeah, it's fine. Top speed is not even close to 25 mph. 12 to 14 mph is more accurate. Some are a little faster. Some are a little slower. It's the luck of the draw.

I would rather ride with my son and get him use to the ride and then let him ride by himself
They have some smaller carts for little ones over next to the little merry go round if it is just to let toddler ride.
I would not put a toddler on them even riding with an adult. I believe top speed is approx 25mph.
