I heard that any Veteran could shop at any x-change and commissary. Is that true?

Authorized commissary patrons as defined by Department of Defense Instruction 1330.17, Dod Commissary Program, include active duty, Guard and Reserve members, military retirees, Medal of Honor recipients, 100 percent disabled veterans, and their authorized family members.  Veterans with a Department of Veterans Affairs (VA) documented service-connected disability rating became eligible for commissary shopping beginning January 1, 2020.  Please refer to this instruction for a complete list of authorized commissary patrons, including organizations and activities, along with qualifications and any exceptions such as access to U.S. commissaries overseas.

You need a driver ID, car proof of insurance, VA ID card showing a service connected injury, proof of social security number

You need official ID proof that you are a vet to get on base and shop at those places. If you have that then yes.
