Who do I call to report a case of neglect? These people have 4 cats. One of them is kept in a separate room away from the others. Its never let out of that room. It has seizures and urinates all over herself.

Start with calling the humane society when they are open

Don't bother. I really don't think they do anything for animal neglect. Someone locked a dog in a house for over a year now right next door to me the dog literally NEVER goes out don't get walks fed half of the time and is living in it's own feces numerous people have called and literally nothing is being done the dog is over there yapping as I type no one does anything ! Some cruelty division them people talk there way out of abusing a dog !

A fifth cat passed away a few months ago. It was infested with fleas. But they dont want to take their cats to the vet. And now one of them has been panting for quite some time
