I 2nd that as well they're clearly has to be a mix up between what you were attempting to purchase. Even if you change it online this should only be a charge of $1. Asking your Carrier for one is absolutely free and will be delivered the next day so double check to see what the $39 was for because it definitely wasn't for a change of address.
I've worked for the post office for 25 years, there's no charge for a change of address.. Not sure why they're charging you, ask to speak with a supervisor
