If the 16 year old is looking to work for the fair itself, contact the front office for possible openings first. Likely they can direct you to whatever paperwork would then be necessary for the fair. However, keep in mind there are two other components to the fair: the carnival and the independent vendors (food and commercial). For the carnival, you'd need to go to the carnival office within the carnival to determine their needs and requirements. For the independent food and commercial vendors, you'd need to approach them all individually at the fair a day or two before Fair opens.
