They are open but citywide the hours are very limited unfortunately.

Yes & no. They are open Tuesdays & Thursdays until 1:30 PM.I think opening is at 11 AM. Each city library has its own schedule, if any. Frankford has some restrictions but it was empty when I went on Thursday & the workers were friendly & helpful.
