If you want her to have her own seat, yes. Anyone who wants a dedicated seat has to have a ticket. Otherwise no
No. But you have to hold them
No, but you have to hold the child. I believe it is 3 or younger that does not require a ticket, but the expectation is you're holding your child.
Personally I don't think little ones don't belong at a stadium. People getting drunk...foul language the kiddos don't need to be exposed to those behaviors. However if you are bringing a baby you need to pay for a seat. I saw people get into an argument with other guests because they wanted to put the baby carrier in the seat next to them. That is ok until the people who paid for the seat showed up. Then the argument started. The couple with the baby left. BTW the baby was probably 9 ot 10 months old.
From the website, "Children age three and under do not require a ticket for admission to Busch Stadium or the Luxury Suites."
No your baby can come in as long as she is being held but you cannot obstruct a seat with a carrier or stroller unless you purchase a seat

No 3 and under are free
No ticket required for a child under the age of 3. If you take your small child please get a seat behind the net. If not, please pay attention so a foul ball doesn't hit him/her.
