Per the St Louis County parks page: "Domestic animals are not allowed, even if confined in a vehicle." Dogs are not allowed in the car nor on a leash. The entire park is full of wild elk, deer and other wildlife along with the bison in the bison area. It presents a danger to bring a domestic animal.

No dogs allowed in the park. There is a sign that clearly states this at the front of the park.

I believe the rule is no dogs allowed out of vehicles.

You can as long as you are keeping it always with you except bison trail where nobody can get off the car.

I wouldn't, it isn't really setup for dogs. It's more of a drive thru area, with an area for walking and looking at predatory birds in captivity.
