We have colored paper plates. Not much in the realm of themed though
They do not carry paper plates and napkins.
As of building crafts, yes they do. If you're looking for more themed party supplies such as paper plates with designs on them and napkins with special designs it will be difficult to find here. However, if you're needing construction paper and things of that nature Hobby Lobby is a great place to gather those supplies.
