It's a public auction they allow anybody and they are great to work with me and a buddy of mine went up there I bought a vehicle for my daughter and he bought one for himself

Yes on both. Dealers have to register, but you need to call them to get the exact information about that. And yes the public is also welcome, everyone entering needs an ID. Go to the website to get all their rules.
