Probably but since it's not wild I couldn't predict the roosters fate. Might be better to try and find a person who has chickens and see if they could take care of the rooster.
I would try Humane Society or Longview Ranch. Wildlife Rescue takes Missouri wildlife like like opossums, squirrels, rabbits, turtles, fix, coyote, ducks, geese, etc.
