Yes, except during some events, (non-service) dogs are allowed, on leash as noted, except in the off leash area. Note that the off leash area has a fence, but not one that'll ensure your dog can't escape though.
On leash yes. They have an off leash area in the West side of the park just southeast of McCarran and Keystone. The entrance is off Coleman. Hope this helps and maybe we'll see you there!
