If a dog is locked up in a garage all all night,and is crying, barking, howeling,not knowing if there is food or water should that be reported?

I have and they tell me he's fine but the person who owns the dog won't even address the dog when he does open the garage. He will just close the door, lock it and go into the house or leave

Maybe walking over to your neighbor and asking if the dog is ok would be appropriate in a situation like that.
