I agree with Gina. They may perhaps tell you to help her across the street but leave her in her own environment, unless she's injured.
Turtles often use roads to sun them selves and many are hit by cars. To prevent them from returning to the road, you should relocate them to a suitable environment without traffic or lawn mower hazards. Nature reserves, parks, arboretums large private property may all be suitable. Google the type of turtle though, as land and water turtles have different needs. Car injury is not necessarily apparent until inspected close up. My mother and I have had many rehab turtles and always stop when we see them in the street (when safe to do so). And relocate them or take them to a suitable wildlife rehab facility or reptile vet if injured.
