Yes it is accessible with individuals in wheelchairs. Since Im a local, I utilize the bus transportation system VIA.. not sure how close handicap parking is to the entrance of the Tower... You might be able to call Via trans and have them chauffeur you to and from.
To get it the tower is about $10 for cildrrn and seniors and about $13 for adults.
