See Scott's answer. If you are looking for a bird sanctuary where you can drive around, go to Bombay Hook, it is about 15 minutes from Dover. There are many bald eagles, great blue herons, egrets and many other birds. If you are lucky, you may see a fox or turtles etc.
No. There are some short trails near the refuge center. There is road to Prime Hook Beach with a few Osprey nests. There is a road to Fowler Beach that is a dead end and does not have much traffic so you can drive slowly along and flag people around you. Braodkill which is the main road to the entrance continues past there and will pass a couple marshes and ends at Broad kill beach. Parking for the beach is limited so i recommend you either go early or later in the day. Fowler beach is closed for breeding until late summer or early fall
There is a road that takes you through the main part of the refuge. It takes you by the entrances of most trails and ends at the refuge visitor center and parking lot. All the trails off of that road are walk or bike only.
