Unfortunately if you are not registered with SS then you would not be eligible unless you failed to registered due to circumstances beyond your control, such as an extended incarceration before the age of 18 and beyond the age of 26. That would be the only exemption other than military.
If you already made the call to the Selective service people and it's a no go apply to GA assistance.
I suggest you see what they're offering to pay for and choose one of them
register for the draft an they'll give you a #
