Every year is different. I typically remove the bottom leaves of pepper plants but not so aggressively as to defoliate. It may be too late but punching peppers just above a Y seems to promote a stronger plant with more growth. This has been a weird year (2021); the heat has caused some varieties to fruit more than usual and others have developed foliage better. Presumably the early heat (which peppers seem to like in general) would have been more favorable later in the year, but this is the year that we've got!
