No. Car titles and registrations are handled elsewhere. I have no idea why.

I'm sorry I don't know on the car title subject but I do know the second part of your question. You can walk in without an appointment the wait time for me wasn't incredibly long but the staff will be extremely rude to you about not having an appointment. They will remind you multiple times through the visit that you should have made and appointment and how you're awful for not making an appointment. Also appointments are about 1 and half months out right now. So if you made an appointment now it wouldn't but until some time in November you'd be there at best
