It is possible to get work showing up anytime they are open. The 4:15 time is just the best time to try and get work cause that is when that have the most.

4am is actually the best time Monday-Friday that's when we send the majority of people out Saturday & Sunday 5am. We send people out all day and night. Bring in two forms of ID a Valid ID, Soc. Sec. Card, Birth Certificate or Passport.
