The shuttles, two of them, were running when i went on oct 4. I know they had extra parking this year. They are extra busy on weekends. Week nights are always a better bet, and if it's cold and/or rainy you'll avoid crowds. They are running until Oct 21. Sorry you weren't able to find parking.
Website indicates they do have shuttle service. It was running the night we were there
