Is there a cost to reserve the picnic table area?

No, not for the outside picnic tables. You just have to get there early to snag one on high demand days. The little building has a reservation fee.

I'm not sure about the picnic area, you would have to call parks and recreation. When I reserved a pavilion at riverside park I paid 50 dollars for the whole day and got the permit. So I'd check with them.
