No, 3D printed parts are often equal or even stronger than typically produced parts. This is a very common myth that may have been true 30 years ago, but today's technologies rival even the best conventional manufacturing processes.
While one off car parts can certainly be printed, they are often cost prohibitive for the consumer. One cost to consider is the engineering time. Vintage car parts usually have to be reverse engineered before they can be printed, an expense that can add up quickly.
It's great that your grandson is interested in using technology like this! 3D Printed Parts machines are more tailored to industrial applications than costumes. I would suggest contacting your local "makerspace" or look into purchasing an entry level 3d printer to let him experiment.
