No they don't.
Of course it could differ for others but I think not. I bought my used 2011 Camary in Nov 2012; inspection has not been free. New car purchases may be different.

We don’t currently offer free inspections, Toyota does offer free maintenance for 2 years/24,000 miles on new vehicles that includes oil changes and tire rotations. We also offer a “Buyer Protection Plan” when purchasing a car that gives you a $35 credit to use every 3 months towards service and parts, (as well as a lot more!) and it covers the majority of the cost of inspections and most non synthetic oil changes.
Unless it is something new they are doing, no. I bought my brand new car in Oct 2015 and have been back for service since then and I haven't ever heard or seen anything about this.
