I agree with S. Luo! You can absolutely chat here. It can feel a little quiet if you're among the first parties to arrive and everybody else is silent, but as the evening progresses, the dining hall fills up with pleasant but reserved chatter. If people are talking loudly, though, everyone else can hear. There was a woman in the middle table whose voice really carried, and my friend and I occasionally had a hard time not laughing at her conversation.
