how often do shuttles run in the green lot around 4 a.m.?

Frequently, you should not wait longer than 10 minutes, i doubt I've waited that long

I waited about 10 minutes around 11pm. Not sure about 4am.

Usually run about every 15 minutes but not sure at 4am

I don't know if there is a regular schedule. I've heard of people waiting for up to 30 minutes. The last time I used it, I only waited for 3 or 4 minutes.

I don't know. I've waited for as long as 10 minutes for that lot. If you can, wait in your car until you see the shuttle turn into the lot. Then walk to a pick up point.
